Assistance in Implementing Service Quality to Improve the Effectiveness of Electronic Parking Terminals (EPT) at the Regional Public Service Agency (BLUD) UPT Parking, Bandung City Transportation Department

The implementation of Electronic Parking Terminal (EPT) assistance by the Regional Public Service Agency (BLUD) Unit of Technical Implementation (UPT) Parking, Bandung City Transportation Department on September 2, 2025, aimed to improve the quality of public services through a modern parking system.

Since its implementation in 2017, EPT was expected to be a solution for the modernization of the parking system, increasing transparency, accountability, and optimizing parking retribution. However, its utilization remains low due to challenges such as technical machine issues, limited devices, and low public adaptation to technology.

Through assistance efforts focusing on improving staff and parking attendants’ service quality, the effectiveness of EPT has shown significant improvement. The results highlight that service quality is a key factor in determining the effectiveness of EPT, directly influencing public trust and participation.

This initiative aligns with the goals of the Sustainable Development Goals (SDGs), particularly:

  • SDG 9 (Industry, Innovation, and Infrastructure): the application of electronic parking technology supports innovation in urban transport management.
  • SDG 11 (Sustainable Cities and Communities): transparent and modern parking management contributes to the creation of sustainable, safe, and inclusive cities.
  • SDG 16 (Peace, Justice, and Strong Institutions): transparency and accountability in parking retribution reflect stronger governance and trustworthy public institutions.

To ensure program sustainability, strategic steps are needed, including regular maintenance of devices, user education, staff training, and equal distribution of EPT facilities across all parking areas in Bandung City. With these measures, the electronic parking system can truly become an innovative solution that promotes efficient public services while supporting the development of a smart city.
